New to WordPress… I wanted to know if the WordPress templates offers responsive design features… meaning, does the page layout, menus, etc. adapt when being viewed on a computer screen vs. a hand-held device. If so, does the design editor offer a view of what the pages would look like on a smaller screen like an iPhone?

These days, yes, most WordPress themes are responsive, which means that the page layout automatically changes to fit the device on which the site is being viewed.
And yes, as we covered in the WordPress 101 series, you can preview what your page will look like on desktop, tablet, or mobile devices directly within the WordPress Editor.
It’s also worth noting that Safari, Chrome, and other modern web browsers also include their own ability to preview what your site will look like on various sizes of device… or you can simply resize your web browser window and watch your content automatically reflow to fit narrower screen widths.
