I am new here. Just sign up for a yearly subscription. Trying to learn WordPress.

I want to know how to setup WordPress, before I watch the Dashboard video. Should I purchase hosting from Bluehost? Can I use Azure? Or even better, can I build a WordPress website locally on my Windows 10 PC and after I finish, go out and purchase a domain name and host?

I’m totally lost. Don’t know where to start.

But, here’s the thing. There are many ways to start using WordPress. In fact, you may not need to install WordPress at all!
